Park your Bicycle by the Beach?

When returning to Henley Beach following a bike ride to Outer Harbor, just out-side Henley Beach on the Esplanade I came across the metal object in the attached pictures. I stopped for a closer look and assume, based on the picture of a bicycle on it, it is a bike stand.

I have never seen a bike stand like this before and despite my best endeavours have been unable to find any information on it. While it looks old, I suspect it is post WWII based on the bicycle picture thereon.
